If the wind is gusty and/or variable when you hear the brake "slipping", that is the windmill's way of letting off some pressure that the wind is putting on the wheel until the tail turns the edge of the blades into the wind. Keep in mind the distances between legs on 3 legged and 4 legged towers are from different points. The leg spread (from leg to leg) of a 3 legged tower is always going to be greater than that form a 4 legged tower even if the base is the same.

If by eolians you mean blades, yes, the blades of any 10 foot Aermotor windmill will fit on your windmill. Sometimes the blades are called sails.
