The only thing I can figure than is the reason for the long keyway on the shaft makes it easier to drive the key into the hub through the access hole in the hub? Maybe !!

Yep your part fits on the corner angle around eye level. This is what you need my tower bracket is different than yours cause mine is earlier.

Looks like you're missing the ratchet brake, barrel with gear and handle. I'll see if I can find mine and I'll take a pic maybe there's more missing !!
