Soluble or ferrous iron is a pretty common culprit for rusty water. It exists in the water and is brought out of solution by oxygen or dis similar metals. I think I know what is causing this but answer some questions.

Is there a weep hole below the pump in the drop pipe?

Is the water rusty right away when starting to pump?

How far is the water level below the pump?

How many pumps until it clears?

How long can the pump set between uses that the ...

You have a 2.75” pump cylinder. If you have difficulty measuring the leather, measure the brass plunger ring between the leathers and it will be approx 1/8 smaller than the leather OD. That is a spring loaded spool valve type cylinder.

The windmill was a first step for many farms to embrace mechanization over manual labor or horse use. The windmill was very effective in providing water by harvesting the wind. So there was a natural progression to assume wind could be harnessed for other uses.

I took time and looked back thru your post since it was all in one spot Here are my observations:

The grease inside the hub doesn’t make sense when it would have been apart for a repour.
Mill was likely worked over several times.
Case and hub were not together originally.

That looks like a piston type pump as you called it. They could go to 350’ but you will only know for sure when you pull the last stick. Modern day regs in most states don’t allow pit setups because of the high probability of contamination. Your high static water level could be from ground water ...

The combined tail bone and tail vane assembled is approximately 10' for a 10' mill. It sounds like you have the tailbone and are only looking for vane "tin"? If you dont have the bone, there is probably more parts missing.

Height of tail vanes at widest vertical point mounted direction:
