I got the set screw out (long story!). Still stuck, still need help!

There appears to be a split ring/race visible, and it is rotating. Good omen?

I recently salvaged my grandfathers old windmill, in advance of the bulldozers pushing Calgary, Alberta, Canada's limits farther into the countryside.

What I am looking to do is fix it up (re-do the lettering, maybe a dash of paint?) and make it 'functional', but not pump ...
