Is this an oil bath mill or the open frame? Wheel Size 8' or 10'?

Glue the two halves together with brown grocery sack and Elmers glue. I also use a clamp if possible and a spade bit. Drill the hole and then separate the two halves and sand the paper off. That is an interesting wheel design, definitely not Aermotor. I have not seen an inner sail attachment like that before... I would be interested to learn more about the origins of this one..!
