Here is a pic of the 'mock-up' regulator spring bracket. After reading everyones post and help, it looks like it is correct. I guess I was under the assumption that the spring must have tension on it at all times

Thanks for pointing me to your project. Yours is like mine with the eye bolt on the swivel. But the fin bracket will swing all the way around and almost hit the brake mechanism before it stats with tension. Is that normal?
