Ok, the bull gears, if they are in wrong, they lock up the head, because the oil trays hit the crosshead oil pans. On yours, that was obviously an issue. That's why I started out with if his was an original monitor tower. An original would most likely have the storm stay properly mounted. If it's an original Monitor tower for that mill, then double check the items up top. There is a wrong way and a right way to hook up the 'Latch" , even though it will work both ways. Make sure you chain is hooked to the brass swivel in the tower as high up as possible. This is easy to do by ope...

I would heat them and take the end caps off. Some of those load all the innards from the top.Sometimes the bottom check has a leather cup that seals to the cylinder and threads to lock in the lower check. I don't see anyway to hurt the cylinder if you heat the end caps a bit to swell them, and help ...
