Timing of the spokes are the same as others as the end tweak should be placed perpendicular to the plane of the hub. You should put some sort of reference on the spoke so the depth they are turned in is even. Blow all the threaded spoke holes out in the hub since they have a bottom. I dont use thread taps as my philosophy is that spokes are rarely tight and tapping threads hastens potential looseness in a spoke. I will use a tap if necessary after having to drill out a broken spoke.

Use a pipe wrench on the spoke close to the hub. It is a windmill after all and should show the marks of assembly and service.

The inner band spoke braces can wear if they have ever been loose. You have to look at the insides of them. Hope they are not worn as they are not easy to replicate.

Aermotor made special hubs (Part #723) so you could use your 602 wheel arms on the 702.
I believe they used upped what they had on hand when they changed models.

Like Ivan explained to me about my bell hub on a original 1888 frame.aermoter used old inventory up instead of throwing it out.The aermoter guru Ivan.

No you are going the wrong way for adaptation. The 723 was used to put V spokes on a 702 case. You have a 602 case and 703 hub. The 602 has a smaller shaft for the hub and a differently configured snout
