Not rust, primer. They are actually in great shape

Have you tried to strip some of the primer off and see what's under there. My experience if it is galvanized it would stand the test of time better than paint. AS I stated earlier the galvanizing on Aermotor blade sections seemed to stay in pretty good shape down through the years. Just wondering and making conversation!
