Heavy duty hand pump
I picked this up at a flea market i am guessing it came from a municipal building or fire house from down in the city. Me and my brother had all we could do to get it in the truck.

My thoughts
Top section appears to be standard size kitchen pump
but
the lower addition of approximately 24 inches brings the entire pump up to hand pump height

I don't think it was for home use Mike it has a 4 inch barrel and a 3 inch well pipe!!!. And 8 -- 5/8 inch bolts that holds it down.
