Heller Aller mod. 28 rocker casting
looking for the H shaped (rocker casting) internal casting from a model 28 Heller Aller- will take a picture and post- lost it in a tornado- It bent the main shaft when it hit the ground and impaled one to the blades in an tree - my guess it was spinning pretty good !

I have welded items like that. Nickel rod with my stick welder works good. If your hole are not wallowed, might try that, or run it by a welding shop, see what they say. I'm guessing it may be easier to repair than you think.

Weld it as Windybob said. "V" it good before welding with multiple passes of welds. Clamp somehow. let cool some between welds.
That's my story and I'm sticking to it.
