1930 Beatty windmill

I want to know where the spring from the tail attaches to the housing?
Also where the brake lever is and what can be connected to operate it/ A rope a steel shaft(rod) and then where does that attach at the bottom, just on the tower?
Does this brake control the speed or just stop it ?
What annual maintenance is required?
I have just purchased this house the windmill was in the backyard and I am trying to get it operational.

Here are some pictures, 1st one is where the spring hooks on. The other one is the pull in lever. Beatty are pull in mills, you have to pull to turn them on and when released it turns itself off and engages the brake. You're supposed to change the oil once a year.

Peter I see the pull in lever the brake I suspect. My windmill operates continually, there is no way to turn it off. That is my question. Do you pull down on this lever to stop it and release it to activate it? also where do you attach at and then hold it down? Do you just use a rope and tie it to the frame ?

No you pull to start it, something is wrong somewhere. Pictures would help.

I'll try to get some close up pictures after the wind drops it is to to dangerous to get up there right now. It must mean though that the lever is seized in a down position making it run all the time. Perhaps I should get up there and lubricate it some where and if so where? Also where on this lever do you attach a rope to the lever so that you can pull it down and then release it.
