Kansas Rust Buzzard says never tie the wheel to the vane. SMax says never chain the wheel to the tower. I have done both. I'm siding with Kansas Rust Buzzard. Fortunately, the damage was slight.

This guy welded it all solid so nothing would turn... easy to service the head now
