Finally getting back to this.
I got some 3/8" rod.
Heated up one end and upset it (it upset me a little at first, so we're even)
Turned it on the lathe to the proper dimensions
Drilled a hole for the retaining pin.
Now on to the swivel.

Robert , your machine work is very nice , too bad not many others will see your craftsmenship 30 ft in the air .
