David I have you fixed up. These parts measure up, in fact I have the similar mounting bracket that I checked them in.
There are different ways this thing goes together, depending. Here are some pictures. It depends on where your stub is that the finger flipper goes on.
here is the way I think yours goes together for a right handed person.

The bracket I tried them on has the stub in a different place so the assembly would be....

Another note....Stover is famous for a weakness in the braking system which results in the breaking of the pivot arm on the snout by the brake itself. There is NO takeup spring in the system, so when you pull the brake on, if you pull too tight, that little pivot arm breaks every time. I have put a takeup spring in the system, where if you pull it tight, the brake will stop the mill, but a takeup spring will give with any extra tightness, saving the pivot arm at the snout. A person can use a pull spring between the arm and rod, or a push spring on the front side of the brake arm, with the rod going through it, or at the tail. Similar to Dempster mills,and others.
I have no more good pivot arms, they are all broken.

Thanks for the warning on this issue. I suppose we could add a spring in the brake wire below the head too. Should have more room and options for a spring there. (David is MOKAN Club President, I'm VP)

Yes Dusty, there are a couple different ways different windmills utilize this concept. The handle etc is on the way today.
