Seemingly fits the naming convention of older Aermotor tower parts “Txxxx” or a T followed by four numbers.

Those are also the type of apparatus used to secure a tower to the bottom of a large wooden tank on a tower.

It says in the ad Ron posted they are used when a tower is mounted on a concrete slap.
