interesting ladder

Have a part you can't identify? Did your parts get mixed up in the shop? Curious if that chunk of metal is a part you should keep? Not sure what kind of windmill or tower you have? Post photos of the mystery object here for the community to help identify.

Drove down to Corpus today and picked up a dissembled tower. He also gave me a bunch of stuff he has had for years . He didnt know what the pieces were for ?
The brake shoe appears to have never been used , the turntable bearing for a Dempster is brand new , paperwork states it was purchased about 30 years ago. Lots of stuff
I have never seen a ladder of this type , anyone know who manufactured this one ?

Mike it's all Dempster from what I see. Not sure about the tube-step ladder.

The only ladder i saw with round ladder rungs was a Red Cross but I'm just a rookie.

I looked at a Butler tower/mill this weekend and it had round steps, but flat vertical parts of the ladder as opposed to the angle iron in your photos.

Some towers do have round steps, but they are solid round, not tubular. I'm stumped on this one.
