Tension Spring

Rebuilding an old Dempster #12. Does the tension spring make that big of difference in fan rotation. If I want slow rotation, should the spring tight or loose? Thanks in advance.

The looser the governor spring is the tailvane will furl easier slowing the wheel down

that's right. We try to install springs one notch from falling off. The wheel starts turning out of the wind immediately.
