What kind of power-mill attachment is this?

Now that I'm fixing up a Power Aermotor, I've been looking for, and at, any kind of literature/images that I can find. This tower looks like an Aermotor but I don't know what that big thing is that's hanging inside the base of the tower. If that's what it is, I've never seen a foot-gear like this! It looks like an Aermotor clutch is in-line at the top of the "assembly".
Any thoughts? Burt

To me that looks home made it pumps water,runs the buzz saw and has a line shaft that runs something in the building.

I believe it is just two different gear sections mounted on a board. The top is a gear sections that transfers to a pump and the lower section transfer the line power. The sold the upper gear sections so you could still pump water.
