Need clarification from the pros. Dempster windmill. Brake chain is good at the head. My chain/cable from the ground will attach here, correct?

Working on restoraing a family heirloom. Does anyone have a pic of chain and brake connection?

Rebuilding an old Dempster #12. Does the tension spring make that big of difference in fan rotation. If I want slow rotation, should the spring tight or loose? Thanks in advance.
