Another option is to rent one of those scissor lifts, some go up to 40ft.

Maybe one of those tow behind bucket lifts. They can extend out from where you park them, and they don't take up much space. They might not be strong enough to bring a windmill head down with someone also in the bucket. Don't know what there max lift is. You can certainly get the wheel taken apart and down.
