Project - Found Old Windmill location

Hi All,
I purchase a property and there is a well where a windmill was located. I would like to put in a hand pump on the well but don't even know where to begin. From what I have found out is the area was a ranch, and the windmill is now gone. Not use if its capped or if it would need to be re-drilled.
Where do I even start? is it even possible for me to add a hand pump to this?

Is that concrete around that pipe? Drop a string with a weight on it and see what it hits. A longer skinny weight might not hang up on stuff in the well. A flat end will make a splash sound if it hits water. That looks like a 2 inch pipe? (maybe) if there is water in the well see about how deep it is to the water top. Then you can go on down from there and see how deep the well actually is. I would look down it first on a sunny day with a mirror. Sure beats a flashlight. We keep one on the truck.

I have dropped a line with a weight, but it stops after a foot or so. I even used a bamboo stick, but hits a blockage after a foot or so. Not sure if its just something blocking it and I should try to push through it.
The pipe that is out of the ground (left in the picture) just has dirt around it, didn't dig that far.
Not sure what the other pipe is but don't believe its filled with concert.
