Any ideas on getting this off

You could try to heat the neckpipe mount on the case to swell it up some. Or, you might cut it off and slot the remainder up one side. Then you could peel it out.

After you heat the cast neck pipe mount up take a rubber mallet and bang the pipe side to side and see if that helps.

Just don't beat it to hard or you could break the cast neck!!!

You can let the weight of the windmill help you. I took one out of a Dandy by hanging it upside down by the mast pipe and did all the above, solvent tapping and heat it finally started sliding off.

It depends if it is threaded. I was able to get a telescoping mirror through the top and noticed it had threads. This was my Red Cross (Steel Star clone).
I heated mine up a little and was able to use a large pipe wrench with a rawhide hammer. Just be careful. I used penetrating oil 2 days in a row before attempting the heat.
